National Law Enforcement Museum

Background
In 2000, a law signed by President Clinton authorized a national law enforcement museum to be built on federal property in Washington, D.C. The museum, which will be privately funded, is being developed, constructed, owned and operated by the National Law Enforcement Officers Memorial Fund (NLEOMF). NLEOMF hired E&G Group, a professional real estate consulting firm providing services to private and non profit clients, to pull together a project team including architect, designer, and other consultants. E&G Group asked CB Services to undertake a feasibility study for the museum’s educational program and act as general education and museum consultant on the project during its initial phases of development. The museum anticipates opening in 2009.

Project
The project consisted of researching and benchmarking exemplary educational programs, analyzing the regional educational market and providing three levels of educational programming for students, families, tour groups and specialists. CB Services brought in Informal Learning Experiences, Inc., a local museum management firm that specializes in the quantitative aspects of museum feasibility studies to assist with this project. Carol Bossert met frequently with the management team and client and undertook research and analytical studies.

Outcome
The final report included a quantitative and qualitative inventory of informal educational program offerings in the Washington, DC area; analysis of the educational program market; recommendations as to how the Law Enforcement Museum might position itself with respect to state education standards, visitation trends and audience need; and provided pro forma staffing and budgeting information. The report was used to guide the architectural space plan. Carol Bossert continued to attend subsequent team meetings to review and comment on progress.
